Deliberating Climate Actions (FACTOR)

The FACTOR project examined how deliberative public discussion can promote a just and evidence-based climate transition. The project analyzed obstacles to consensus on climate justice—such as individuals’ biases and misconceptions—and how deliberation could potentially help to overcome them. FACTOR organized various citizen dialogues that helped citizens and decision-makers make informed and equitable assessments of climate transitions. These included, among others, the Uusimaa transport panel and a citizens’ panel on the use of forests in Lapland.

The project involved the University of Helsinki, the Finnish Environment Institute, the University of Turku, the Natural Resources Institute Finland, and the Finnish Meteorological Institute. The project was carried out in 2021–2024 with funding from the Academy of Finland.
