On a rainy day in October, 25.10.1989 Mihail Gorbatšov arrived together with his wife Raisa Gorbatšov in Helsinki for a three day official visit. They were enthusiastically welcomed both in Helsinki and Oulu, where they also visited the University of Oulu and the technology village.

In Helsinki the program consisted  of a visit at The Lenin Memorial Room at Hakaniemi and also at the Parliament House. In Hakaniemi Gorbatšov gave a speech where he said that for him Finland is a model of relationships between large and small nations, between different forms of societies and neighbors.

This book contains the speeches held by President Mauno Koivisto and Gorbatšov during the banquet in the Presidential Palace as well as the speech held by Gorbatšov in the Finlandia Hall.  The visit in Helsinki culminated as the heads of states signed the Declaration of Finland and the Soviet Union, 26.10.1989. This historical declaration, in which the neutrality of Finland was recognized, is also included in this book.
